Introduction to BIS Certification in India
In order to unify product regulatory standards and requirements and ensure product quality and safety, India began to implement product certification system in 1955. All products listed in compulsory certification must obtain product certification certificate according to Indian product standards before entering the market. Therefore, in order to enter the Indian market, it is necessary for manufacturers to have some knowledge of India's product certification system.
According to the Indian Parliament's Indian Standards Bureau Act 1986, the Indian Standards Bureau (BIS) is specifically responsible for product certification. It is also the only product certification body in India. BIS has five regional bureaus and 19 sub-bureaus. Regional bureaus supervise corresponding sub-bureaus. Eight laboratories of BIS and some independent laboratories are responsible for the sample inspection during the product certification process. These laboratories are operated according to ISO/IEC 17025:1999.
Since BIS's predecessor, the Indian Standards Association (ISA), began product certification in 1955, the product certification in India has a history of 50 years. At present, BIS has issued more than 30,000 certificates of product certification, covering almost every industrial field such as agricultural products, textiles, electronics and so on.

In addition to the special application form, the following documents should be submitted: 1. Location and distribution map of the factory; 2. Certification documents of the production plant; 3. List of existing production equipment and inspection equipment; 4. Test and inspection schemes being used or proposed to be used, together with a letter of commitment to comply with the BIS approved test and inspection schemes after the certification is granted; 5. From the award of the certificate, the following documents should be submitted. A letter of commitment to pay the required marking fee from the date of the certificate; 6. (2) Recording. After detailed examination, if the application procedure is complete, BIS will record the application and assign the applicant an application number, so the application is established.
(3) Initial inspection. Through the evaluation of the company's production capacity and control level, quality control technology, existing equipment, staff skills and sample testing, to determine whether the product meets Indian standards.
(4) Issuing certificates. A certificate will be issued to the applicant if the results of the initial inspection and sample testing meet the requirements. The certificate is valid for 2 years. If the execution certificate is correct, the application can be extended for two years at a time. If the licensee wishes to expand the scope of products covered by the same certificate standard, regular testing can be changed for those who meet the requirements. If the certificate expires, the certificate can be updated according to the performance of the certificate during the validity period.
(5) Supervision after certification. After the certificate is granted, if all the licensees have fulfilled the test and inspection plan, the product conforms to the Indian standard, and the sample test record remains complete, the product can be marked with authorization. Applicants are required to pay a certain identification fee.
BIS will regularly supervise and inspect the implementation of certificates by licensees. This kind of supervision and inspection mainly depends on whether the test and inspection scheme is fully implemented and whether the quality control system is strictly implemented in accordance with the technical standards. At the same time, the production samples were tested, and the samples were sent to BIS or independent laboratory for inspection.
The results of regular inspection and product testing will be communicated to the Licensee in an appropriate manner. If nonconformity persists, the use of labels on products will be suspended; if periodic inspection and product testing do not meet the requirements, especially in accordance with Indian standards, the BIS will decide to suspend the use or revoke the certificate holder directly, depending on the circumstances.
First batch of mandatory product catalogues
DeitY (Department of Electronics and Information Technology) of the Ministry of Electronics and Information Technology of India issued the Electronic and Information Technology Products (Mandatory Registration Requirements) Act. The Act stipulates that from April 3, 2013, the following 15 categories of household appliances and information technology products must be tested and registered in the BIS accredited laboratory with the specified standards, and the words "self-declaration-conformity to IS standards" must be labeled on the product itself or on the packaging box before they can enter the Indian market.
Second batch of compulsory product catalogues
