CB certification
CB system (IEC system of qualified testing and certification of electrical products) is an international system operated by IECEE. The certification bodies of IECEE member countries test the safety performance of electrical products based on IEC standards. The test results of CB test report and CB test certificate are mutually recognized in each member of IECEE. The aim is to reduce international trade barriers arising from the need to meet the standards for accreditation or approval of different countries. IECEE is the abbreviation of the International Electrotechnical Commission Organization for Qualification Testing and Certification of Electrical Products.
Relevant agencies
National Certification Body (NCB) is a certification body that issues national accreditation certificates to electrical products. To become a member of the CB system, NCB's internal quality system and technical capabilities must meet specific requirements. An NCB can be divided into accreditation of NCB or issuance/accreditation of NCB according to its qualifications.
Accreditation of NCB
An NCB accepts CB test certificates and CB test reports issued by other licensed NCBs as the basis for issuing its own national certificates and labels in specific product areas and standards. Accreditation that NCB does not automatically have the authority to issue CB test certificates.
Certification/Accreditation of NCB
In addition to exercising the function of accrediting NCB, issuing NCB has the right to issue CB test certificates within the scope of its registration standards.
The scope of acceptance of NCB may be larger than that of NCB. The scope of issuance and accreditation is published in the relevant "scope" area on the website.
CBTL (CBTL) is a laboratory accepted by CB system. It tests one or more product categories and issues CB test reports under the responsibility of specific NCB. CB laboratory can cooperate with different NCBs in CB system, but when it cooperates with multiple NCBs, it can only cooperate with one NCB for testing a certain product category (such as OFF).
Certificate Report
CB report is a standardized report, which lists the requirements of relevant IEC standards in the form of an itemized list. The report provides the results of all required tests, measurements, validations, inspections and evaluations, which should be clear and unambiguous. The report also includes photos, circuit diagrams, pictures and product descriptions. According to the rules of CB system, CB test certificates are valid only when they are provided with CB test reports.
Application Certificate
As for the application of CB test certificate, the following points should be paid attention to:
- The application for CB Test Certificate may be submitted by the applicant to any "Certification/Accreditation" NCB covering the scope of the product.
- The applicant can be either a manufacturer or an entity authorized to represent the manufacturer.
- The application may include one or more factories that produce products in one or more countries.
- Applicants/manufacturers/factories located in countries without IECEE membership need to pay an additional fee of 150 Swiss francs per CB test certificate to compensate for the operating costs of the system. This fee is charged by NCB accepting CB test certificate application and will be entered into IECEE account.
- The applicant may request NCB to test the product according to the country difference of the product sold to the country.
To obtain product certification in the target market, the manufacturer includes the following procedures:
- Applications submitted to NCB of the target country;
- CB test certificate;
- CB test reports (which may include country differences);
- Provide product samples to target market when required by NCB.
The purpose of the sample requirement is to verify that the product is identical to the product originally certified for NCB testing and has covered national differences.
CB test certificate and CB test report national differences are the differences between the standards of a country and the corresponding international standards. The national differences of all countries joining the CB system are submitted to the IECEE Secretariat and published in the CB Bulletin.
organization structure
The CB system is managed by the Certification Management Committee (CMC) and reported to the International Electrotechnical Commission (IEC) Conformity Assessment Committee (CAB). CAB approved CMC's proposals on changing CB system principles, appointment of officials, finance and IECEE policies. CMC's duty is to operate, develop and improve CB system according to the principles of CB system, decide to accept, reject and suspend membership, and decide new product categories and standards of CB system.
Members of the CMC are composed of representatives from member states, including NCB representatives, CMC executives (Chairman, Vice-Chairman, Secretary and Treasurer), Chairman and Secretary of the Test Laboratory Committee (CTL), representatives of the IEC Advisory Committee (such as ACOS), Security Advisory Committee, and Secretary-General of the IEC.
The Test Laboratory Committee (CTL) is composed of representatives from NCB and CB laboratories. CTL is responsible for processing test procedures and explaining technical requirements, test conditions, test equipment and comparative testing. Its main objective is to enhance technical credibility and consistency, which is required for mutual recognition of test results in CB system.
